Paul Chang, M.D.

Dr. Chang is Professor and Vice-Chairman of Radiology Informatics at the University of Chicago School of Medicine. Dr. Chang received his B.A. from Harvard University and his M.D. degree from Stanford University. Concurrent with his medical school training, he also received his M.S. degree in Engineering-Economic Systems from Stanford. Dr. Chang completed his residency and fellowship training in Diagnostic Radiology at Stanford University Hospital.

Dr. Chang is an internationally recognized expert in the field of imaging informatics and has been involved in numerous research and development projects related to imaging informatics as well as enterprise-wide informatics challenges. His early work in workstation design has resulted in presentation and navigation models that are widely used by the majority of PACS systems. While at the University of Iowa, he established and evaluated one of the first US rural teleradiology networks to provide primary interpretation. A novel lossless wavelet-based image distribution mechanism, dynamic transfer syntax (DTS), was co-invented by Dr. Chang; this technology was subsequently commercialized by the creation of Stentor PACS, which was acquired by Philips Medical Systems. This PACS system is used by several hundred hospitals worldwide and is a world- wide leader in market share.

Dr. Chang has been an early advocate for deep and granular IT system interoperability to support data driven informatics workflow orchestration in radiology. He has led the development of one the world’s first Service Oriented Architecture (SOA) implementations within a healthcare enterprise at the University of Chicago. Dr. Chang has been able to demonstrate that this SOA approach can be leveraged to improve efficiency and quality in image acquisition, interpretation, and results communication.

Dr. Chang has been active in the application of informatics approaches to radiology education. His research group was one of the first to describe, implement, and evaluate the use of simulation in radiology resident education. Under his leadership, along with the equally important contributions by RSNA informatics staff, Diagnosis Live, a novel cloud based interactive educational platform featuring gamification and deep analytics was developed. Diagnosis Live continues to be a very popular part of the annual RSNA meeting and is being used in residency programs worldwide.

Dr. Chang has been member of the RSNA Radiology Informatics Committee (RIC), ACR Informatics Committee, and the ACR Commission on Clinical Research and Information Technology. He has served as a member of the ACR Council Steering Committee and Editorial Board of the JACR. He is an informatics consultant to the RSNA for the RadSCOPE electronic education initiative and the myRSNA portal. He has published over 70 peer reviewed articles, 11 book chapters, 99 abstracts, and has been awarded 6 patents. He has given over 500 invited lectures worldwide and has served as course director and/or faculty for over 200 courses for the RSNA and for the Society for Imaging Informatics in Medicine (SIIM) in PACS and radiology informatics. In 2002, he was named as one of the “Top 20 Most Influential People in Radiology” by Diagnostic Imaging. In 2005, he was inducted as a Fellow to the College of the Society for Computer Applications in Radiology (SCAR/SIIM). In 2010, he was named as one of the “25 Most Influential People in Imaging” by RT Image. In 2016, he was awarded the Gold Medal by the RSNA "for having revolutionized the practice of radiology through his expertise in the field of imaging informatics."

Raif Erim currently serves as Principal and CEO at Regents Health Resources and has had a successful career in operations, finance, management and development of healthcare services for hospitals, for-profit independent organizations and physician practices alike.  Raif has been involved in customized projects for providers of all sizes - large 20+ hospitals IDNs; critical access hospitals; 100+ facility outpatient providers; 70 person physician groups and single physician practices.

Raif has been with Regents since 2007 and a Principal since 2010.  He has an economics degree from Vanderbilt University in Nashville, TN and an extensive background in business and finance.  With over 17 years of healthcare experience in financial analysis, valuations, operations and business development, Raif is a values-driven, strategic executive motivated by creating opportunities for growth and expansion.  Recently he has been involved in creative partnerships and joint venture strategies for physician groups and hospitals looking to align and maximize their strategic positions in the market.  He has helped form these partnerships between physicians, groups and hospitals.

On January 1. 2014, Mr. Finerfrock became the President and Owner of Capitol Associates (CAI), a government relations/consulting firm based in Alexandria, Virginia.  Prior to assuming ownership of CAI, Finerfrock was a Senior Vice President in the company for more than 20 years.


Finerfrock specializes in health care financing, health systems reform, health workforce and rural health.

Finerfrock has worked in and with the U.S. Congress and Federal agencies on health policy matters for 40 years.

He spent nearly eight years working for two U.S. Senators (Senator Edward Brooke and Senator Roger Jepsen).  


Immediately upon leaving Capitol Hill, he was hired as the first federal lobbyist for the Physician Assistant profession and served for eight years as the Director of Federal Affairs for the American Academy of Physicians Assistants. While with the AAPA, Finerfrock successfully lobbied Congress to approve Medicare coverage for physician assistants; commissioned officer status for all PAs in the uniformed services; authorization for PAs to receive National Health Service Corps scholarships and loans, among other things.


Some of his clients include the Healthcare Business Management Association, the American College of Allergy, Asthma and Immunology, the National Association of Rural Health Clinics and AHRA, the Association for Medical Imaging Management.  

Finerfrock currently works with a wide-range of health related organizations and medical specialty societies on their federal legislative and regulatory issues, including the Healthcare Billing and Management Association, the Joint Council of Allergy, Asthma and Immunology, the American Association of Physicists in Medicine, the National Association of Rural Health Clinics and the National Organization of State offices of Rural Health.

Over the years, he has successfully worked on public policy and regulatory issues before the Department of Health and Human Services, the Department of Transportation, the Department of Veterans Affairs, the Department of Defense, and the Justice Department. In his spare time, Finerfrock serves as the Springfield Representative of the Fairfax County Health Board. He was recently re-elected by his fellow Board members as the Vice Chair of the Board.

Finerfrock is a 1977 graduate of Penn State University.  He has a degree in Political Science.

Prior to InContext, Don co-founded PMP, a Revenue Cycle Management and Analytics Company which was ultimately sold to NextGen Healthcare. Previously, he was the President of HCIA, a publicly traded $100 million health care informatics company, currently part of IBM. Prior to joining HCIA, Don was a Director with a Big 5 firm where he helped build and lead a regional health care practice.

Don has held Board and Leadership positions for a number of Private Companies and Not for Profit Organizations, including co-founding Decision-Step, a web-based consumer application that was acquired by Buy.com.

Don speaks nationally on the topics of MIPS, MACRA and Value Based Payment.

Don graduated from James Madison University, in Harrisonburg VA in 1985 with dual degrees in Computer Science and Accounting.

Mark J. Lawrence R. Muroff, M.D., FACR is CEO & President of Imaging Consultants, Inc., providers of consulting services to radiologists, hospitals, and corporations. The company specializes in strategic retreats, contract review, hospital negotiations, practice structure and governance, merger facilitation, and new business initiatives for radiologists and their practices.

Dr. Muroff is a Clinical Professor of Radiology at both the University of Florida and the University of South Florida Colleges of Medicine, and he is President Emeritus of Educational Symposia, Inc., one of the largest educators of diagnostic imagers in the country.  Dr. Muroff served as the Director of MR, CT and Nuclear Medicine at University Community Hospital, Tampa, Florida from 1974 to 1994.  For twenty years he was a member of a 45-man/woman radiology practice in which he served in several leadership positions, including CEO.

Lawrence Muroff is an honors graduate of Dartmouth College and Harvard Medical School, a member of Phi Beta Kappa and Alpha Omega Alpha, and a recipient of the Gold Medal of the Florida Radiological Society. In 2013 the American College of Radiology (ACR) named Dr. Muroff a recipient of the specialty’s highest honor, the ACR Gold Medal.

Dr. Muroff is listed in Who's Who in America and Who's Who in the World.  He is also listed in the publication, The Best Doctors in America 2000. His radiology socio-economic expertise and his educational expertise were recognized in separate cover stories in Diagnostic Imaging. Similarly, he was featured in a cover story in Imaging Economics. Dr. Muroff was designated by Aunt Minnie as Radiology’s Most Effective Educator: 2010.

Dr. Muroff is a past president of the Clinical Magnetic Resonance Society. He is also a past president of the American College of Nuclear Physicians. Dr. Muroff is a past member of the Board of Chancellors and is currently a Councilor of the American College of Radiology.  He is an inaugural Board member of both the ACR Radiology Leadership Institute and the Neiman Health Policy Institute. Lawrence Muroff has served on the Board of Trustees of the Society of Nuclear Medicine and the Society of Magnetic Resonance Imaging.  Regionally, he has served as president of the Southeastern Chapter of the Society of Nuclear Medicine, the Florida Radiological Society, and the Florida Association of Nuclear Physicians.

Dr. Muroff has authored more than 80 scientific and socio-economic articles, and he has presented over 1000 invited lectures throughout the United States and Europe. He previously served for 23 years as a guest examiner for the American Board of Radiology.

Claudia serves as Director of Quality Payment Programs for AdvancedBI as well as holding the position of Corporate and HIPAA Compliance Officer for MSN Healthcare Solutions, a privately-held, national medical billing and practice management firm.  Through Claudia’s work at MSN, she had been integral in developing Quality Insights, a tool in advyzeBI designed to monitor and aggregate data for Clients' participation in various quality payment initiatives. Prior to joining MSN Claudia was a principal of CMC Consulting, LLC, a healthcare consulting firm that specialized in Medicare compliance programs, coding and compliance audits, and accounts receivable analysis for physician practices, imaging centers, and billing services. Joining MSN in 2011, Nicole brings with her 16 years’ experience in practice management and billing operations, with ten of those focused in radiology. Passionate about healthcare technologies and informatics, Nicole shepherded the development of AdvyzeBI, MSN’s custom Business Intelligence solution, with the strategic goal of providing physicians and administrators with valuable, evidenced-based insights into and for their operations.
